HTML is quite a simple language. Most developers would not really categorize it as a programming language, it is a markup language. But, there are some nuances to HTML that are not immediately obvious. And, there approaches to HTML that make it much easier to exist with the other client side languages (CSS rules and JavaScript code) along with the server side. HTML is the presentational layer the interface to a web application, as such getting it right here tends to reflect on the rest of the application.
